GENERAL ADMIN
The General Administration Department under the headship of the CEO / Town Clerk has the following functions:
- General Management of Staff
- Coordination, administration and control of Malkerns Town Board activities
- Supervision of required documents
- Preparation of documentation for Board Meetings
- Filing of important documents
TREASURY DEPARTMENT
RATES PAYMENT BY APPROVED INSTALLMENT ARRANGEMENT PLAN
The department is governed by the Urban Government
Act 1969, Rating Act of 1995, Urban Government Financial Regulations 1969, the
Public Procurement Act 2011, and the Board’s own Financial Policies and
Procedures. The main areas of responsibility include the
following;
- Procurement of goods and services in accordance to the various legislation governing public procurement
- Proper accounting for the services and goods in the Board’s financial management system
- Budgetary control of the Board’s annual estimates
- Safeguarding and maintenance of all Board’s assets.
- Submission of reports timeously; management reports, payment schedule to enable management and Board members to take informed decisions
- Consolidate tenders for annual sources of supplies for the Board
This is another method
approved by the Board to pay rates. It can be paid monthly, quarterly, half
yearly and or annually. The advantages of this method are:
- Balance due shall not attract interest the statutory 15% per annum which is charged for late payment.
- Fixed and agreed amount remain consistent throughout the financial year.
- It can be spread over the twelve months period of the financial year making it affordable to the rate payer.
RATES INCOME & PROPERTY VALUATION
The department is responsible for ensuring that all rates are billed correctly and sent to the correct ratepayers at the beginning of every financial year and if any ratepayers default the department is responsible for ensuring that they are followed up as per the dictates of the rating act of 1995.

ENGINEERING
The Department of Engineering / Infrastructure is responsible for the maintenance of Town Board infrastructure. The Department specializes mainly in the following:
- Infrastructure development
- Infrastructure Maintenance
- High Light Mast and Street lights Maintenance
- Upgrading of Roads

AMICAALL
AMICAALL is an acronym for Alliance of Mayors Initiative for Community Action on AIDS at The Local level. The initiative, which works in a private- public partnership with Local Government bodies.In partnership with the local government,AMICAALL strives to reduce the prevalence and social and economic impact of HIV and AIDS on men,women,youth and children in towns.
Objectives
- Support for all HIV/AIDS programs in the urban area.
- Addressing socio-economic factors that increase vulnerability such as poverty,gender equality.
- Information dissemination on HIV/AIDS prevention and mitigation programs.
- Coordination of public health service providers within the town.
- Management of acute and chronic diseases and palliative care.
PUBLIC HEALTHY
Our objective
To preserve promote and protect public health and enhance the quality of human life and the natural environment. Our key responsibilities are to:
- Ensure that a community profile is established via a two way process of communication
- Works with community through meetings and familiarize them with existing community health problems
- Ensure the promotion of a consistent high standard of public health and cleanliness within the town
- Attends to community complains and resolve where possible
- Ensure availability of information to the public
- Ensure proper management of solid and liquid waste
- Ensure that all local authority rules and regulations are met
- Monitoring of food, meat and water quality
- Ensure that premises are built and maintained according to health requirements standards
- Protect state of environment
TOWN PLANNING
Town planning is the process of managing land resources. It involves the control of existing and new developments, as well as strategy preparation to ensure manage future requirements. It maintains the best of the past while encouraging creativity and innovation in the development of a sustainable future. Planning is a technical and political process concerned with the development and design of land use and the built environment, including air, water, and the infrastructure passing into and out of urban areas, such as transportation, communications, and distribution networks.
Objective
The objectives are to protect the environment, improve public health and safety, and increase the wealth of choices available to each and every citizen. The inevitable result of the best efforts of planners is a city that promotes the well-being of its citizens, reinforces democratic institutions and permits purposeful satisfying lifestyles.
